ANGOLAN GOVERNMENT DELEGATION CONDUCTED STUDY VISIT TO THE UNITED REPUBLIC OF TANZANIA, 10 TO 15 NOVEMBER 2019
The United Republic of Tanzania - The International Organization for Migration (IOM), the United Nations (UN) Migration Agency hosted an important Government delegation from the Republic of Angola led by the Minister of State of Interior on a study visit from 10 to 15 November 2019. It included Heads of Departments of the Ministry of Interior, the Director of Immigration Academy and the IOM Head of Office (HoO) to the Republic of Angola, Mr Jeremias Mendes.
The objective of their study visit to Tanzania is to exchange experience on Migration Management as Tanzania hosts the IOM African Capacity Building Centre (ACBC) located in Moshi with the aim of sharing good practices, cross-border cooperation and humanitarian border management. The Government of Angola has bilateral agreement with Tanzania as well as with the East African Community (EAC) through the One Stop Border Post (OSBP) Act which aims at enhancing trade through efficient movement of goods, persons and services within the community and by providing opportunities for increased regular labour migration. Additionally, the Republic of Angola and the United Republic of Tanzania are 2 of the 16 Members States of the South Africa Development Community (SADC) Regional Economic Community (REC).
During their visit, the Angolan delegation visited: Holili-Taveta, Moshi, Dar Es Salaam, Dodoma, and Zanzibar.
At Holili/Taveta OSBP, the land entry point between Tanzania and Kenya, Mr. Tome Joao, the Deputy Director of the Angolan Immigration Service, stated that “OSBP is an excellent concept to increase trade and development in Africa, an ideal tool for the operationalization of African Union (AU) Free Movement of Persons Protocols and it creates trust between countries”.
At the Tanzanian Regional Immigration Training Academy (TRITA) in Moshi where the IOM ACBC is physically located, the delegation was impressed by the Forensic and the MIDAS Laboratories. Mr Pedro Neto, the Director of the recently inaugurated Angolan Immigration Training Academy said “TRITA is an excellent model for Angola to replicate including its cooperation with the IOM ACBC that enables it to access the latest training tools and equipments on border management as well as for trainings”.
At the Tanzanian Immigration Service Head Quarters (HQ) in Dar Es Salaam, the Angolan delegation was able to see the Modern Control Room of the New E-Immigration Services.
In Dodoma, the Capital City of the United Republic of Tanzania, the delegation led by the Minister of State of Interior, Mr. Dr Jose Bomoguina Zau met the Minister of Home Affairs, Hon. Mr. Kangi Lugola. He was accompanied by the Angolan Ambassador, H.E. Mr. Sandro de Oliviera, IOM Chief of Mission (CoM), Dr Qasim Sufi to the United Republic of Tanzania and IOM HoO to the Republic of Angola, Mr. Jeremias Mendes.
”I am very delighted to lead this study visit on behalf of my Government as it has provided me with great opportunity to strengthen the relationship between our two brotherly countries, Tanzania and Angola and share experiences, as we are both Member States of the joint regional initiative on security through the Southern Africa Regional Police Chiefs Coordination Organization (SARPCCO) and Eastern Africa Police Chiefs Cooperation Organization (EAPCCO) which endeavour targeted actions against transnational crimes including trafficking and smuggling in persons” stated the Minister of State of Interior during his meeting with the Tanzanian Minister of Home Affairs, Hon. Mr. Kangi Lugola in Dodoma.
Hon. Mr. Kangi Lugola, the Minister of Home Affairs of Tanzania warmly welcomed both the Angolan delegation and IOM and sincerely thanked the support that his Ministry receives from IOM.
The Angolan delegation also paid a courtesy visit to the Immigration Office in Zanzibar on 15 November 2019.
“I’m glad to see the study visit achieved its objective” said Dr Qasim Sufi, the IOM CoM to the United Republic of Tanzania. “This is not only a good example of IOM ACBC technical support provision to African Member States in the important domain of IBM but it is at the same time an excellent example of Inter-State cooperation and collaboration in promoting Safe and Regular Migration in the region”, he added by the end of meeting with the Minister of Home Affairs of Tanzania and the Angolan delegation in Dodoma.
The study visit provided the Angolan delegation with essential tools on humanitarian border management and inhouse skills for the newly established Migration Training Academy in Angola that its primary objective is to train first line immigration officials to strengthen the migration management along its borders. Additionally, the delegation has requested IOM ACBC to continue providing technical assistance to the Government of Angola as it endeavours to develop a training curriculum for the new Migration Training Academy.
It was organized with financial support from the IOM Development Fund (IDF) funded project “Capacity Building of the Angolan Government Officials on Humanitarian Border Management” that aims at contributing to gradual increase of technical capacity of government officials on issues related to migration management in the country.
